Newspaper review: Obasanjo alleges state government are stealing funds

The newspaper review for Tuesday, November 13, leads with the Conference of Nigeria Political Parties (CNPP) issuing a 14-day ultimatum to the EFCC to begin an investigation into bribery allegations against Kano state governor, Umar Ganduje among other stories.

The Punch reports that the Federal Government borrowed a total of N2.32tn in 2017 to fund deficit in the budget, the Debt Management Office has said.

DMO said this in its 2017 Annual Report obtained by our correspondent in Abuja on Monday.

According to DMO, the total amount was borrowed from both the domestic and the foreign debt markets.

The report said: “The total borrowing of N2, 321.77bn, comprised N1, 067.50bn and N1, 254.27bn from foreign and domestic sources, respectively, was raised to fund the 2017 budget deficit.

“The FGN Bond issuances dominated primary bond market activities as the government continued to issue bonds to finance its budget deficit and refinance maturing obligations among others.

Vanguard reports that former President, Chief Olusegun Obasanjo n Monday came hard on state governors who were opposing local government autonomy, accusing them of incapacitating the councils financially.

The former President stated this while playing host members of a Non-Governmental Organisation, Friends of Democracy, at his residence inside Olusegun Obasanjo Presidential Library (OOPL), Oke-Mosan, Abeokuta, lamenting that many councils could not perform their statutory functions because they have been “incapacitated financially” by the state governments.

Obasanjo who went down the memory lane, noted that the LG Reforms carried out in 1976 was meant to give LG as third tier of government and not an appedage.

The former President asked the leadership of the Nigerian Labour Congress (NLC) and the Nigerian Union of Local Government Employees (NULGE) should demand for the autonomy in the interest of the people at the grassroots.

The Nation reports that Edo state governor, Godwin Obaseki spoke yesterday on All Progressives Congress (APC) National Chairman Adams Oshiomhole’s quarrel with some governors.

He said some governors were opposed to Oshiomhole because of the change the chairman was introducing to the party.

“What Oshiomhole is doing is to institute a regime of change where nobody is above the law,” he said.

Obaseki, who spoke in Benin City at the Church of God Mission during a thanksgiving service to mark his second year in office, did not name any governor, but Ogun State Governor Ibikunle Amosun and Imo State Governor Rochas Okorocha have been locked in a bitter row with Oshiomhole over the party’s primaries.

Many Nigerians under the Buhari-led administration are now afraid to commit crimes because of the repercussion, Obaseki said.

Videos online purport to show the governor taking bribes on different occasions.

Yesterday, a Kano High Court restrained the state House of Assembly from further investigating the matter pending the determination of the originating summons. It adjourned hearing till November 21, 2018.

The umbrella organisation of all registered political parties said: “The burden of proof that the President Muhammadu Buhari government is covering corrupt members of the All Progressives Congress (APC) is heavier now with the Federal Government’s continued silence over the allegations against the governor.”

In a statement by CNPP Secretary General Willy Ezugwu, the organisation said: “We are left to believe that the Federal Government under President Muhammadu Buhari and the EFCC under Mr. Ibrahim Magu only fight corruption in states with opposition leadership.
